This looks like something that belongs along Waverley or Kenaston, not adjacent to the Exchange District. Check The Rise And Sprawl for a detailed (although somewhat verbose) look at this horrible idea.

This is one of those damned if you do damned if you don’t.
The area in question is a horrid blight and desperately needs something soon.
I don’t buy the Exchange District issue as that area is surrounded by the Portage and Main towers.
If we cannot find a way to properly renovate and restore the grand old building, and attract the right tenants, then I say go for it.

I live in the north main area, and have to ask what they based the people on in the proposal picture. Clearly they have never been down there.
I agree something needs to be done with the area. But find something that is fitting. You have organizations that work with area residents and groups, why not encourage them to move in to the strip.
Don’t we all just love how things can get added and removed from the historical list. One would think that once something is considered Historic, that you might just leave it on the list..
